The Vulnerable Persons Registry allows caregivers of vulnerable persons to submit vital information to a database that will be used by police and other emergency services during a crisis.

What is a Vulnerable Person?

A Vulnerable Person is defined as a person due to a medical, mental health, or physical condition who may exhibit patterns of behaviour that may pose a danger to that person. This may include:

  • A tendency to wander.
  • The inability to communicate.
  • Fascinations or attractions (e.g., water, construction sites).
  • Social responses (e.g., fear of strangers, aggression).

What are examples of Vulnerable Persons?

  • Alzheimer’s Disease
  • Autism Spectrum Disorder
  • Acquired Brain Injury
  • A Mental Health condition that causes a person to exhibit the behaviours listed above.

Who can submit this information?

Parents or caregivers of a vulnerable person living within the Municipality of Chatham-Kent can submit this information.

What information is required?

During registration, you will be asked to provide information such as:

  • Name of vulnerable person
  • Date of birth
  • Physical descriptors, including marks, scars, or tattoos.
  • Contact information
  • Methods of approach
  • Objects or attractions
  • A photograph of the face of the vulnerable person (JPEG format only).

How is this information used?

In the event of an emergency, responding officers and other emergency service workers will have immediate access to this registry. This can help provide vital information in a timely manner and reduce the likelihood that critical information is not overlooked.
